Ridgefield Pension Commission
Final Minutes of the In-Person Meeting of June 17, 2024

The meeting convened, in-person, at Ridgefield Town Hall Small Lower-Level Conference Room at 6:05 p.m.

MEMBERS PHYSICALLY PRESENT: Messrs. Christofer Christiansen (Chair), Messrs. Thomas Hayes, Zigmas Kaknevicius, and Thomas Leonard (Vice Chair).
MEMBER VIRTUALLY PRESENT: Andrew Okrongly
MEMBERS ABSENT: None.
GUESTS VIRTUALLY PRESENT: Christopher St. Victor-de Pinho and Mr. Stephen Chykirda of Hooker and Holcombe

  1. Mr. Stephen Chykirda of Hooker and Holcombe summarized the results of the July 1, 2023 valuation of other post-employment benefits (OPEB) and responded to questions. Mr. Chykirda left the meeting at 6:35pm.
  2. Mr. Christiansen updated the Commission on the progress of the transition from Vanguard to State Street as the investment advisor, custodian and trustee of the Town’s pension and OPEB funds.
  3. Mr. Christiansen updated the Commission about the pension plans’ actuary, Mr. David Leonard, joining the firm BPAS.
  4. Due to Mr. David Leonard joining BPAS, Mr. Christiansen made a motion that:
  5. He send T. R. Paul a notice that the Pension Commission is terminating its services effective 30 days from the date upon which such notice is sent,
  6. He, along with Cohen and Wolf, review the agreement that BPAS presents the Commission and sign it after both parties reach an agreement to its terms. Mr. Hayes seconded the motion which was unanimously approved. 
  7. Mr. Christiansen updated the commission on the recent re-appointment of Mr. Okrongly and the interview Mr. St. Victor-de Pinho will have with the Board of Selectpersons for his reappointment on June 26th.
  8. Upon a motion by Mr. Hayes and second by Mr. Leonard, the minutes of the Commission’s May 29, 2024, meeting were unanimously approved.
  9. Mr. Okrongly left the meeting at 6:45pm.

Upon motion by Mr. Christiansen and second by Mr. Leonard, and unanimous agreement by the Commissioners, the meeting was adjourned at 7:05 p.m.

The Commission’s next meeting is scheduled for August 5, 2024, at 6:00 PM in the Ridgefield Town Hall Small Lower-Level Conference Room. It will be an in-person meeting.
