The Water Pollution Control Authority (WPCA) is responsible for the management and oversight of the Town's Wastewater Treatment Facilities (WWTFs).

South Street WWTF Upgrade Project Close Out Update - Summer 2026
The WPCA is pleased to report that the South Street WWTF Upgrade project has been complete and closed out with the project’s contractor.
See below for some project highlights.
- The complex and extensive South St. Wastewater Treatment Facility (WWTF) upgrade project, substantially complete in 2024, has resulted in the upgraded WWTF meeting one of the strictest effluent phosphorus limits in the state.
- The upgraded WWTF, operating 24 hours a day, continues to meet its permit limits, using new energy efficient systems and processes to do so.
- While the Project was delayed, the WCPA and its team successfully completed the Project with uncompromised quality of the work and in a fiscally responsible manner. Not only was the Project under budget, but the Town recovered $1.146 million in liquidated damages from the Contractor in the Summer of 2026 for the delays.
- The WPCA also obtained approximately $12 million in grant revenue from the State’s Clean Water Fund Program.
- Finally, due to successful planning and execution, the WPCA is not planning a sewer rate increase for FY 2027.

Notice is hereby given that the Water Pollution Control Authority of the Town of Ridgefield, at its meeting of July 30, 2026 reviewed User Fees for the upcoming year as part of the budget process and the Authority voted NO INCREASE TO the User Fees for the upcoming budget year. Effective September 1, 2026 the following annual rates will apply per use unit:
- District I (South Street) $ 932.00
- District III (Turner Hill) $ 522.00

The WPCA prepared Phase One and Two of the Wastewater Facilities Plan used for the upgrade of the Town's Waste Water Facilities. Phase one included reviewing the existing flows, loadings and capacities of the two WWTFs, and projected the future flows and loads for the next 20 years as the first step in the planning for the upgrades of the Town's wastewater collection and treatment facilities. Phase two included developing the upgrade needs and estimated costs of the two WWTFs to meet newly imposed effluent limits, and address the worn and aging structures and equipment at each WWTF.
As part of the Wastewater Facilities Planning effort, the WPCA conducted smoke testing, dye testing, manholes inspections, and house-to-house inspections for sump pumps to identify and locate sources of extraneous stormwater entering the sanitary sewer system. They also prepared a feasibility evaluation of the relocation of the existing Quail Ridge Pump Station as the initial step in planning for the needed upgrade of this 30 year old pump station and initiated the design of the relocation of the existing Quail Ridge Pump Station.
